3 spring onions or 1 medium scallion, trimmed and thinly sliced

Directions
In a medium bowl, whisk the egg. Gradually add 4 tablespoons of cornstarch while whisking until there are no lumps. Stir in garlic, black pepper and salt. Add the chicken pieces and stir until well coated. Cover and set aside for 30 minutes. ððððð
In a small saucepan, bring 1 cup of water to a boil. Add the red chilies and cook for 5 minutes. Drain and transfer to a blender. Blend into a smooth paste. In a small skillet, heat 2 teaspoons of oil over medium heat. Add the chili paste and cook until the oil separates from the paste, stirring occasionally. Set aside. ðïðð
In a large wok or deep skillet, heat oil over medium-high heat for deep-frying. Carefully add the chicken pieces in batches and fry until golden and crisp, turning once, for about 4 minutes per batch. Drain on paper towels and keep warm. ðððï
In another large skillet, heat 1 tablespoon of oil over medium-high heat. Add the chopped garlic and ginger and sautà until golden, about 2 minutes. Add the chopped onion and capsicum and cook until crisp-tender, about 3 minutes. Add the chili paste, ketchup, chili-garlic sauce, soy sauce, vinegar, sugar, salt and pepper and stir to combine. Bring to a boil and then reduce the heat to simmer. ð ðïððð
In a small bowl, whisk together the remaining 1 teaspoon of cornstarch and  cup of water until smooth. Stir it into the sauce and cook until thickened and glossy, about 2 minutes. Add the fried chicken pieces and toss to coat well with the sauce. Sprinkle with spring onions and serve hot with rice. ððð
